The ICJ’s 2-13 majority decision was read out by Justice Nawaf Salam, which ordered Israel to immediately halt military operations in Rafah and submit a report on the implementation of the court order within a month. It is known that the Israeli actions in Rafah pose serious threats to the Palestinian people, all the infrastructure needed for human life in Gaza has been destroyed.
The ICJ said in the judgment that the citizens of the Gaza Strip are suffering from very serious humanitarian and economic conditions, and the military operation in Rafah could lead to a very sad human tragedy.

The ICJ decision ordered Israel to grant access to the UN fact-finding mission to Gaza and said that Israel should immediately open the Rafah border crossing for aid access to Gaza. On May 11, it launched a ground operation in Rafah, on which South Africa filed a request to suspend the operation on May 10.
According to the ICJ decision, South Africa had filed an application against Israel under the Genocide Convention. Now the human situation has worsened.
